Keyboard Shortcut to create sibling entry above the current element in outline?

Is there a shortcut in tinderbox to create a sibling above in the outline?

ie

Line 1
Line 2

If I am on Line 1 and I press the shortcut I can then create Line 0

(The equivalent of Shift+Enter of OmniOutliner for those familiar with it)

Did you try [Ctrl]+[Return]?
