In using hover images, am finding the popup is cropped at the top.
I can’t replicate this (v8.8.0 on macOS 10.14.6). What sort of image format/size/resolution is the item you are displaying?
Transparent PNG. The black part is the transparent. Using same image on a new file, the hover works as intended.

Hmm, so this seems like a transitory effect or does it persist but in one file (image?) only?
One file only. One map only in fact.
