I had the same issue. Here’s what worked for me, although it requires being comfortable with the security implications:
Go to System Settings ▸ Privacy & Security ▸ Full Disk Access and manually add Claude (by clicking on the + sign at the bottom of the window).
Presumably there should be a way for Claude to just get more basic permissions, but anyway, I hope this helps.
