You may take a look into my work to have my code base in external files. I manage the update issue somehow too - my solution will work with any watch folder, not only for external code files. The only thing missing is the option to edit the files in TBX and write those changes back to the external source file.
My preferred way to catch notes outside of TBX is using Drafts.
